A draft decree of the Government of the Republic of Armenia is currently under circulation, defining the qualitative and technical standards for the provision of tourism services involving risks to life or health.
The draft regulates services that involve extreme risks, such as:
hot air balloon and parachute flights, quad biking, jet skiing, mountain biking, rafting, rock climbing, bungee jumping, scuba diving, ziplining (with a slope of 3 degrees or more), mountain skiing, and similar activities.
The new regulations establish mandatory requirements for:
✅ Implementation of a Safety Management System (SMS),
✅ Insurance coverage,
✅ Technical inspection of equipment, and
✅ Preliminary briefing and health screening of participants.
This initiative aims to enhance the safety and quality of extreme tourism services while creating a more predictable legal environment for operators in the field.
