As innovation and information technologies continue to advance at an unprecedented pace, the challenge of striking the right balance between technological progress and the protection of human rights has become increasingly acute. In this context, Armenia has taken a significant step in shaping its AI regulatory landscape.

Following the Government of Armenia’s consent on December 27, 2024, Armenia signed the Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law (the “Convention”) on January 27, 2026.

The Convention aims to ensure that the development, deployment, and use of artificial intelligence systems are consistent with fundamental human rights, democratic values, and the rule of law. It establishes overarching principles, such as human dignity, transparency, equality, and accountability, that each member state shall implement in relation to AI systems.

Among core principles of the Convention are:

  • Protection of Human Rights: AI systems must respect fundamental human rights, ensuring fairness, equality, and non-discrimination.
  • Transparency and Oversight: Member states shall ensure adequate transparency and effective oversight throughout the entire lifecycle of AI systems.

Importantly, the Convention does not apply to matters related to national security interests, national defense, or research and development activities.

After ratification, Armenia must ensure the protection of human rights and democratic principles alongside the advancement of innovation. The Convention provides flexibility, allowing states to adopt appropriate legislative, administrative, or other measures. Alternatively, states may apply the Convention’s principles and obligations directly to the activities of private actors.
